A. Secretary’s Report

The minutes of the previous meeting were unanimously approved as distributed.

B. Treasurer’s Report

Ed reports $25,946 in CPS funds. Also states our attorney needs $3000.00 for a retainer fee. Ed tells us about Spencer Myers, a man who claims he can process credit cards for the pier. We should keep an eye out for this man and report any activity to the pier manager. Discussion regarding credit card acceptance by the pier manager. Pier manager should make an announcement reminding artists to examine all credit cards for expiration dates and get required signatures. Sabrina makes motion to accept treasurer’s report. Susanne seconds. Passed.

  1. PC Report

Wink hands out a new data sheet to be given to and completed by all artists. This form will show when each artist was juried in and what products they were juried for. The pier manager will have a copy of each list to be kept in the kiosk for future reference. Eddy makes a motion to accept this new form with a second by Susanne. Passed. Wink continues informing us about people who applied to the last jury meeting then introduces David the yo-yo man who was requested to appear at the board meeting in regard to his new product, balloon yo-yo’s filled with water and rubber ball yo-yo’s. Jan makes a motion to accept PC report with a second by Susanne. Passed.

D.Discussion Re: Yo Yo Man

Susanne request to speak before Wink gives PC report due to the controversial issue of the yo-yo man that is about to be discussed. She recommends we consider a children’s area by kiosk and include the yo-yo man if he proves he hand makes the yo-yo balloons and balls. Also allow children to make ceramic tiles for the art wall project. Jan asks if Susanne wants us to allow “kit projects” into the show and Susanne states no.

Wink explains that David was juried in because the city had originally pressured CPS to bring in a person that made “sock monkeys” because the city wanted to see us do more for the enjoyment of children. Wink suggests the board make a rule that PC accepts no more kit items. Jan suggests to Wink that he take the idea back to PC and make their own decision and bring that decision to us at the next board meeting. Wink said no more jurying would take place until the board advises PC due to the fact that we have had over 50 artists over the past 3 nights.

The yo-yo man is being accused of having a product that is manufactured in China and having a product that is considered a “kit” project. Wink recommends one of three things be done. 1) Keep him on pier as originally juried. 2) Send him back to PC to re rejuried or require him to do more artwork on his project.

David is requested to speak. He states he buys his balloons from a person in Asia. David would like to remain juried and he will embellish his yo yo’s but says he can’t embellish the balloon yo-yo’s. He would like to create new balls that incorporate Key West into the decoration such as an orange rubber ball with the drawing of a sunset on the ball. He also can embellish the strings on the yo-yo’s. He would like to be allowed to remain one more night and remain juried when he comes back in November. David would like to demonstrate how he makes the yo-yo’s. He fills the latex balloon with water and clamps and ties it off.

Next, he threads a rubber ball with a needle and thread and ties it off and adds a button. Prior to David coming to this meeting, Pat Lloyd passed out a flyer with pictures of the same balloons and balls that were for sale from a catalog. Pat also gave us a letter that she drew up demanding the resignation of each PC member that was present at the PC meeting that allowed David in. She received several signatures on this letter and turned it over to the Board of Directors. This letter will be attached to a copy of these minutes and be kept on file. Pat asks to speak before we make our decision regarding the matter of removing David from the pier. She states the balls will end up in the water and according to the guidelines no catalog items may be bought and sold. Wink reads to Pat from the guidelines that catalog items pertain to jewelry being bought and sold from a catalog. Suzanne agrees that the balloon issue should be discussed with all the balloon artists so the children are informed how dangerous the balloons can be to the sea life.

Mark (unicyclist) informs Board that he has been approached during set up times by Pat Lloyd and she has disrupted his performance and he suggests that all grievances be taken directly to the pier manager and not brought to the attention of the public.

Greg also states that complaints were brought to his attention in regards to Pat disrupting the pier during operational hours.

Annie reads the 1/3 rule in regards to making of artist’s products.

After more discussion about yo yo’s, the Board decides to let David stay one more night and when he comes back in November he will need to be rejuried. Greg makes the motion, Jan seconds. Passed.

  1. Performers Report

Mark gives report and states no big problems and he has conformed to the new rule of no knives to be used in his show. Guy speaks in regards to the knives and shows us a knife he uses and wishes to be able to continue his act with the knives. After further discussion with the Board decided to let Guy finish his act with the knives. Mark notifies us that his insurance company will cover anyone hit by a knife but they will not cover an audience member who participates in his act. Greg motions all new performers be juried by the pier manager and a performer to determine if they will be allowed to participate at Sunset Celebration. The new performers need to set up by the kiosk during this process.

Sabrina 2nds. Passed.

Pete asks do we leave the acts on the pier as they are or do we require a change when it comes to audience participation and/or knives.

Eddy reminds us that the props used in some acts are used to create an optical illusion and we should let the performer inform us of how their props will be used. The Board agrees that it will be at the discretion of the Pier Manager if a performer’s act is acceptable. The acts on the pier will remain as they are unless the Pier Manager decides otherwise. Guy is required to sign a paper claiming the pier is not responsible for any mishaps during his act. (Attached to minutes)

F.Pier Managers Report

Pete gives the report. Informs us of all suspensions and grievances. Discussion regarding the grievances. The issue of Pat Lloyd and disrupting behavior during business hours. Wink states if there is a problem with a PC decision, an appeal should be brought to the attention of the Board and not aired out in public during our regular business hours. Mark also states that Pat has harassed him in the parking lot and he asks that the board not let this inappropriate behavior be tolerated. Jan states there is a personal problem with these people and that the next time there is a personality clash brought to the pier, the police will be called and suspensions will be made. All grievances regarding pier business should be taken to the pier manager. The board is no longer going to take up their time to address these agendas. Pat is informed to take any and all issues to the pier managers. Greg makes a motion to accept pier manager’s report. Eddy

2nds. Passed.

G.New Business

Conch Republic festival is April 27 and applications are coming soon.

Susanne asks that when PC starts to jury again that people on the waiting list that were turned away due to the jurying process being closed, be the first ones called.

Cuban-American festival is $25.00 per space but no guarantees on the spaces. Food spaces are 75% less than the regular food space fees for this show. Carole Lee wants a list of all artists and food vendors.

Cuban-American festival will be June 22.

Susanne asks about the brochure being made and Sabrina will bring a sample to the next board meeting.

Susanne asks about the letter to the Ocean Key House re: art wall. It is finished and Monica will receive it when she gets back into town.

Susanne also asks about the letter to the City re: Tim Eric issue. Annie states the attorney will take care of this.

Eddy discusses people not juried in and wandering the pier and selling their items. Let’s watch for these people and bring it to the attention of the pier manager. Sandy the “Rose” girl has hired someone to work for her and this isn’t allowed. Jan will remind Sandy that only she is allowed to sell her roses.

Pat Lloyd has asked to be grandfathered in. Annie will get the records from Dave.

Wink states he has read all the minutes from 1988 and hasn’t found the application showing Carol Beck being juried in for pipes. Susanne states Carol was never juried for them because way back then there was no jurying process. Again the Board has decided that no more drug parafinalia will be juried into the Sunset Celebration.

Sabrina makes motion to adjourn.

Eddy seconds.

Passed
