Jan Nelson

  1. Pete speaks on complaint about Ben. Ben was suspended 1 day and he wrote a letter of apology and it was mailed.

  1. Jack and Candy Osborne rebuttal: Debbie Petersen hands out attachment re-

complaint. Jack and Candy were denied by PC of selling their photos that are printed in magazines and selling pictures taken from their videos. They said they offered these to PC to view. PC is asked by the Board to take the issue back and Wink refuses. PC states that there is a cap on photography and that is why Jack and Candy were denied. Suzanne asks if the cap is now under 7 and can Jack and Candy be allowed to sell their photos.

A discussion pursues in regards to caps and should there be caps or not. It is decid-

ed that this issue needs to be brought to a General Membership meeting scheduled

for September 25. Wink reminds us that PC has the ability to lift caps or rein-

state caps.

Ed makes a motion to advance photo caps to 8 and allow Jack and Candy into this

category. Sabrina seconds. Passed

Pete asks why caps are on artists and not performers. This will also be discussed at

the next General Membership meeting.

  1. Nightly set-up fee- Ed address the issues of CPS being faced with a financial

situation that includes security fees and an increase in nightly set-up fees is inevitable. The only way to run on smooth comfortable level is to raise the

nightly set-up fee to $10.

Motion: Ed makes a motion to raise nightly set-up fee to $10 beginning Oct. 1.

Discussion. Jan seconds. Passed.

OJ Dave suggests cutting some expenses and charging a slightly higher fee for use of the credit card services. Pete says that without a PR person we may fall flat on our face.

Joyce asks for more donations from performers. Will states he has no objections to performers donating. He would like to see performers more involved in community work.

  1. Ken Ford vs. Barbara Winko

Ken Ford is not in town so Suzanne addresses this issue because she would have written the complaint if Ken had not. She also helped Ken compose the complaint.

The complaint was filed on Aug 11 that Barbara Winko was set-up in two different categories on the same night. One food and one jewelry. This is not allowed according to our guidelines.

Ed reads from the guidelines that “ no individual or partnership shall operate in two spaces. “We cannot allow one individual or partnership to operate on any night of the year in two categories, whether rain or shine, slow or busy. Ed states that therefore the Board recommends Barbara and Wink are not allowed to set up in more than one category per night. They are considered on entity and can’t set up in two spaces. They can only occupy one 8X6 space per night.

Wink asks “if partnership splits up will they both be allowed to set up as regulars on an individual basis”? Ed states that if and when they split up their partnership they can come and re-address this issue with the board.

More discussion continues on

this issue. Jan states that she has been guilty of doing the same thing in the past and feels she may have set precedence.

Barbara questions the fact that we are allowing Pretzel Ray to come back as a regular in the food category. Ed states that Ray was promised a food space but that he would have to be rejuried for an appropriate food item and he would be given a food space and would have to move up through the category like everyone else.

Barbara asks that this remark be in the minutes re: individual and partnerships.

  1. Barbara Winko vs. Ken Ford

See attachment- This complaint was tabled because Ken is not present at this meet-

ing.

Debbie Peterson asks for access to past and current records so she can put them in

alphabetical order. The Board agrees and gives her permission.

The meeting is called for a 5-minute break

Meeting resumes at 12:00 noon.

      1. Barb Winko vs. Angela

See attch. Barbara reads her grievance. Angela rebuts stating the statements made to Barbara are twisted gossip and she feels that Wink should not be in a position of power. Se reminds the board that we elected him and we can remove him and we should do this right away. Jan stands and states that she has never seen anyone work harder, be fairer and put more time and effort into the PC than Wink.

This issue is not on the agenda and is dismissed.

Pete reminds us that all complaints need to be in writing so there is no complaint. He also states that Angela’s rebuttal is in regards to two different complaints. Removal of Wink is a separate entity.

The Board discusses this grievance and decides it is here say and we can’t act on this. Also a reminder should be given to all that this guideline is specific. No discourteous, drunken or disruptive behavior will be tolerated on the Pier.

Courtesy is a must. This grievance is dismissed.

      1. Barbara Winko vs. Carol Beck

Barbara reads her complaint. (See Attch.)

Carol rebuts stating she is not taking up another artist’s space and is freeing up space for someone else by sharing spaces with others. Ed reads from guidelines where it is stated “one participant or partnership per space is allowed. The Board will adhere to the guidelines on this issue. This issue will be turned over to PC and be enforced by them.

      1. Barbara Winko vs. Board of Directors

Barbara reads her complaint. (See Attch.)

Suggestions are to approach Myra and ask for extra spaces for disabled and get this issue passed at the next general membership meeting.

Jo Ann Albert states that the Board has the right to make this decision and reminds us that the guidelines are just those, guidelines for us to govern ourselves by and not the bible. The guidelines give the board right to run sunset. Joyce suggests not bringing in ADA to the cities attention because this may open a can of worms. Ed states that this board will accommodate anyone with a physical need and we will bring this issue to the next General Membership meeting.

Barbara Winko withdrawals this complaint.

      1. Barbara Winko vs. Anne Summers

Barbara is emotionally upset and Suzanne Buxton reads the complaint. (See Attch.)

Anne states that Barbara made assumptions about her and that she is not the person

that Barbara is referring to. Pete states that Anne was not the person that made the

comment about her jewelry. Suzanne Buxton states she is the person who went to

Barbara’s table and said she would not have allowed the bulk of Barbara’s jewelry to be juried in but would have allowed the sea glass to be juried in.

Debbie Petersen would like to ask the Board to start using a tape recorder at the

meetings so as to help eliminate “selective enforcement”. Debbie also reminds all

that all of us on the PC and Board of Directors are here on a volunteer basis.

Barbara also states she hears rumors that Wink is out to get Jack and Candy. She

states that he is not and Wink also states the same and wishes them well.

Barbara reads a letter directed to Jack and Candy and it is also attached to these

minutes.

      1. Liquor Sales

is allowed per license. Jan Nelson and Len Kelly will operate around our location

during the special events when liquor is sold.
