Board meeting 04 23 08

10:00 AM at the El Gato Building

The Meeting was called to order at 10:15. Joyce was acting chairman since neither chairman was present.

The PC report was Presented by Claudia and is archived. There two men at the PC committee who wanted to sell a video PC was asking the board, should this person be let in? What is the difference between books and video? The PC will get back to them and did not take an application fee.

What is the status of the guidelines changes? Myra is holding onto it. Susan has written a letter that will be sent by registered mail. This will address this issue as well as others such as our maintenance account.

PC has decided that Andy's bottles must be different from Sandy's bottles. So he is required to have a different hanger and his own unique comedy labels. They are throwing it back to us to decide on this issue.

Myles takes off from his booth during sunset celebration. He is wandering around for the whole time and he has a helper selling for him.

The question is also raised what do we tell people if they have a lot of helpers. The PC wants to discuss possible policies with the people who have helpers. Ryan suggested capping the number of helpers at one and labeling any more than this a manufacturing operation. If a person was making their item in such a way they couldn't sell that type of item at Mallory. Joyce suggests asking people who have helpers to have their name registered with the PC. You could ask a person how do they prove that they are making their product and not the helper? The home jury could be used to enforce this. Ryan suggests the best way to fix this is a guideline change. We could not find a rule that allows helpers.

Ryan speaks against the video since it's not hand crafted and also the assembly of items in a box.

Chris moved to approve the PC report, Ryan seconded, passed.

There will be an accounting of expenses after the Conch Republic Street Fair is done.

Items were added to the agenda, Bible Bills swim event is asking for sponsorship. Should PC accept video? Who is the liaison to the Conch Republic scholarship recipients? Can food people shift spots? What can popcorn Joe do and not do as far as moving?

Joe is still moving around he was told not to move. He will be told again. The problem is that he is moving through the crowds and selling in front of other vendors. He needs to go through the plaza when he moves from place to place.

The Myles issue was briefly discussed and the group felt that he has to be at his booth.

Ryan made a motion to approve the agenda as modified. Chris seconds. passed.

Pier Managers report: Andy has been out of town. And so can't give a pier managers report. OJ has been a pier manager and he reported on a recent incident in which Joanne had approached him to complain that Ray's stand was to tall in the front, she had talked to Ray but he had not moved his display back. When OJ went to investigate, Ray "flipped out" at Joanne and started cussing her out in a threatening way. OJ went to get a complaint form for Joanne. And in his absence a few of Joannes customers, got the police involved. Ray was taken to the side. And told he had to move his stuff back, he moved them back. The police made a report. It was stated at the meeting that that a threat is grounds for suspension immediately by the pier manager. Ray was threatening. Ray has appologized to OJ, but not Joanne.

Ryan made a motion to suspend Ray for a day. Motion died due to lack of a second.

We need to get a cord to go from a working outlet to the north side of the ramp to the north side of the stage.

The only other incident was the parking issue, in which some of our vendors had been blocked in by sailfish people and then when a emergency vehicle had arrived it was difficult to clear the area.

Joyce could call Doug Bradshaw. To find out that is going on with construction on the pier.

Tim has been going over his times Andy may start suspending him for 3 days at a time. He also proposed a 2 suspensions, and you are out rule.

We talked about how to time people.

Susan moves to accept the pier managers report Chris seconds. Passed

There were no performers present so there was no performers committee report.

Treasurers report: Chris reports that we have 75k and are in good shape. We will have to start paying the cop at a higher rate soon, $35 per hour.

Susan made a motion to approve the treasurers report, Chris seconded passed.

Secretaries report: Ryan presented the minutes from 4-9-08. Susan made a motion to accept the minutes, Chris seconded, passed.

New Business: Use of the pier when spots are blocked during construction. Susan made a motion that, Since Ryan is at the pier most nights that he should work with the pier manager to modify the vendors configuration at setup since it will be changing during construction. Chris seconded, passed.

Susan moves that we give $500 to the swim around key west. Chris Seconded, passed. Ryan or OJ will get a high res image to Bible Bill to use on the T shirts.

There was some discussion as to allowing video to be sold as a product craft at Mallory square,

Susan made a motion that videos should not be accepted on the pier Chris seconded, Passed. This is not to imply any change in regards to performers videos.

Susanne is liaison to scholarships.

Popcorn can change ramps. But he needs to go around the stage and not go through the pier.

Ryan proposed that we allow people to use overflow rather than use the north side of the pier. This is not received well.

At 11:31 Susan moved that we adjourn Chris seconded, passed.
